Has anyone found a way to make this recipe dairy free? Can I just omit the powdered milk and use non-dairy milk in place of water?

I used leftover pork tenderloin. It came together quickly, with no sacrifice of flavor. Prepped and prepared in the time it to to cook the rice. Perfect recipe for after work. Definitely keeping this in my recipe rotation.
